Checklist for applying for Operating Plan under the Licensing (Scotland) Act 2005
Hours when alcohol will be sold
- Do not be confused by the reference to “core” times referred to in the Specimen Operating Plan. What is required are all the hours during which you envisage alcohol will be sold, not just the main ones. So, if you are planning on providing for late night functions which might not take place every weekend but have some regularity you should make provision for the hours you would require for these so as to avoid the need for occasional extension.
- Do you require different times for alcohol sold for consumption off the premises from alcohol sold for consumption on the premises?
Description of the activities to be carried on in the premises
- These are activities or services in addition to the supply of alcohol.
- The form covers matters like accommodation, conference facilities, restaurant facilities, bar meals, receptions, entertainment, including live music, dance, etc but these may not cover all the activities which you intend to provide, ie karaoke nights, quiz nights, competitions etc. ALL activities or services must be stated.
- Give as much detail as possible of the various activities on the plan.
Late night premises opening after 1am
- You must confirm whether you are providing live or recorded music exceeding 85 decibels and if, when fully occupied, there are likely to be more customers standing than seated.
- Separate Regulations imposing mandatory conditions on late night premises have been passed. If you fall within this category you must have
- First Aiders on the premises;
- Staff responsible for checking on the safety and wellbeing of persons using the toilets;
- CCTV systems;
- Written evacuation procedures;
- Policies concerning the prevention of the misuse of drugs.
Children and Young Persons
- Do you wish children or young persons to be allowed entry to the premises? If so, consider the terms under which they will be allowed entry, particularly
- The ages of the children of young persons to be admitted;
- The times at which they are allowed on the premises;
- The parts of the premises they are allowed entry to.
