Stephen Colliston - Partner

Stephen led the team which advised on one of the UK’s largest PFI hospital projects in 2007 Stephen is a Partner in the Capital Projects team, heads up the Environment and Climate Change team and is a Board member of the firm.  Stephen's main focus is PFI/PPP projects where he has acted for both public and private sector clients as well as funders.  He has completed projects in a variety of sectors including Healthcare, Education, Street Lighting, Waste, Defence and Fire and  Rescue.  Recent highlights have included advising Consort Healthcare on the (£330m) bond-funded Pinderfields and Pontefract Hospitals project and the (£170m) bank funded Fife Hospital project.  In 2011, Stephen has closed two projects the (£100m) Cambridgeshire Street Lighting project and the (£48m) North West Fire and Rescue project (the UK's largest Fire Service PPP).

In addition to his involvement in pre-close PFI/PPP Projects, Stephen  has also been involved in a number of major variations to operational projects in the Healthcare sector (at Birmingham, Blackburn and Edinburgh projects) and the Education sector (at Rotherham and Birmingham projects).

Outwith the PFI/PPP field, Stephen has also recently assisted North Lanarkshire Council on the reletting of their 10 year term contracts for Housing and Property maintenance, Roads and Street Lighting and Gas maintenance services where a unique joint venture model is utilised.  Stephen advised the Council when the first of these contracts were awarded following the disbandment of the Council's Direct Labour Organisation 10 years ago.  Stephen also leads our team advising British Waterways Scotland.

Stephen's experience in the renewable energy field covers providing advice on contractual and projects aspects of both wind and smaller scale hydro projects for both landowners and developers.  Stephen also has experience in the Waste and Waste to Energy fields having completed the last two major waste infrastructure projects to close in Scotland for Argyll & Bute and Dumfries & Galloway Councils.
